Upper Cuyahoga
I've paddled that section of the Upper Cuyahoga a number of times. The two times I've done up to Snow Lake the water level was at least 4'. However, at current levels, you can paddle upstream...

I don't think the Old Portage gauge would have been affected by the dam removals -- neither of those dams had any flow control, and the gauge is well downstream, even past the Ohio Edison dam.
